Part 2 – History and Background of the Bartley Court Shelter

The Bartley Court Shelter, located at 2515 Bartley Court, opened in late 2021 through a partnership between BC Housing and the Turning Points Collaborative Society (TPCS).

The shelter replaced the temporary emergency shelter that had been operating at the West Kelowna United Church during the COVID-19 pandemic. The purpose-built modular facility provides up to 42 studio units along with meals, case management, and supportive services for adults experiencing homelessness.


The Turning Points Collaborative Society's mission is:

To achieve safe and sustainable housing in our communities by providing housing, promoting health, and offering community outreach, employment, and addiction services.


Because the property is located within an Industrial/Gravel Extraction zone, the facility required a Temporary Use Permit (TUP) from the City of West Kelowna.


City Council approved the original three-year permit in July 2021, allowing the shelter to be located on municipal right-of-way and a portion of the Public Works Yard. In May 2024, Council approved a three-year extension. The current Temporary Use Permit expires next year. (More about the New Shelter in Part 5 of the series.)



Since opening, the shelter has become an important component of West Kelowna's housing continuum, providing emergency accommodation while helping residents transition toward permanent housing.
