Bartley Court Shelter: What Every West Kelowna Resident Should Know

A Five-Part Community Information Series



The Shannon Lake Neighbourhood Association (SLNA) believes that informed communities are stronger communities. The Bartley Court Shelter has been part of West Kelowna since 2021 and continues to play an important role in addressing homelessness in our community. At the same time, residents living nearby understandably have questions and concerns about its operation and future.


This five-part series provides information about the shelter, the services it provides, how it operates, how neighbourhood concerns are addressed and what the future holds.

Part 1 – Bartley Court Shelter Welcomes New Site Manager


The Shannon Lake Neighbourhood Association would like to welcome Megan McKague as the new Site Manager of the Bartley Court Shelter, operated by the Turning Points Collaborative Society (TPCS).


Megan McKague is a lifelong Okanagan resident, born and raised in Peachland and now proud to call West Kelowna home. She joined Turning Points Collaborative Society in 2023 and has spent the past few years helping people facing housing challenges through Rapid Rehousing, Outreach Services, and as Program Coordinator of Turning Points' Shelter Hub in Kelowna.


Throughout her work, Megan has been passionate about helping people find stable, long-term housing and connecting them with the supports they need. Her philosophy is simple: whenever possible, help people access the right programs and resources before they enter the shelter system.


As the new Manager of the Bartley Court Shelter, Megan is bringing that same approach to her role. She is committed to working with residents, community partners, and local organizations to support both shelter guests and the surrounding neighbourhood. Community safety and collaboration are important priorities for her, and she believes that lasting solutions are built when social service agencies, local government, businesses, first responders, and community members work together.


Megan brings experience in community services and will oversee the day-to-day operation of the shelter while working with staff, residents, service providers, and the surrounding neighbourhood. She will also serve as an important point of contact between the shelter and the community.


The SLNA looks forward to building a positive working relationship with Megan and her team. Our shared objective is simple:

  • A well-managed shelter that provides compassionate support for people experiencing homelessness.

  • A safe, clean, and welcoming neighbourhood for nearby residents and businesses.


Open communication, mutual respect, and collaboration are essential to achieving both goals.
