Development and Infrastructure - a Shannon Lake Neighbourhood Update

For residents of Shannon Lake, it is all too obvious that private development and infrastructure projects are happening throughout the neighbourhood. The Shannon Lake Neighbourhood Association (SLNA) contacted the City of West Kelowna as well as some of the private developers to ask for an update.
2741 Auburn Road – Developer: The Landvision Group

Nico Law, Planning Technician with the City of West Kelowna stated, "The next step for the Landvision group will be to apply for a Development Permit."
Rachael Sansom, Land Development Consultant for Landvision responded, "We are working on the development permit drawings so that we are ready to submit when the current construction climate (globally) is a bit more favourable. This will include the required traffic plan road upgrades as agreed." West Kelowna Council has made the traffic plan a requirement of the development permit application.
2735 Shannon Lake Road – West 61 - Developer: Brightshore Development

The West 61 development has been under construction for the past three years. Dana Smits, Director of Brightshore Developments, says " Asphalt is going in this week, which will dramatically reduce the dust being generated by the development. Landscaping should be mostly complete by the end of summer as well. We are currently estimating the completion of construction for this fall."
The City responded that the next step would be for Brightshore Developments to request a landscape inspection to close their development permit.
2237 Shannon Lake Road – Developer: Azure Property Group

Gagan Sivia, Director with the Azure Property Group said, "We are in a holding pattern with the projects at the moment. There is a lot of behind the scenes work that is being done at the moment but no active construction at the moment. We are actively watching the housing market.
According to Nico Law a development permit has been approved but not issued. The next step is for Azure Property Group to pay the landscape security deposit for the development permit to be issued.
2082 Shannon Ridge Drive - Developer: Shannon Heights (Foreclosure)

Rob Hillis, Director of Engineering and Capital Projects indicated, "The sidewalk along this 1.5 acre lot was removed by a developer as part of their frontage improvement requirements. Unfortunately that property is in the foreclosure process and it may be some time before sidewalks are reinstated. Our Development Engineering team will be working with the future landowners on reinstating this as soon as possible, but that process may take some time.
2749 Shannon Lake Road – Shannon Lynn on the Lake - Developer: Landmark West Groups

This property next to Shannon Lake has been fenced off and cleared for over two years however there does not appear to be any progress. The fencing and area has become a bit of an eye-sore with dust and debris.
Nico Law, with the City's Planning Department stated, "A development permit has been approved and issued, and has an active Building Permit. If there are any problems, the City has a Good Neighbour Bylaw to ensure they are compliant. If they are not, don't hesitate to contact Bylaw."
The Landmark Group has not responded to the SLNA requests for an update.
Butt Road & Old Okanagan Highway Intersection Improvements

Rob Hillis, City of West Kelowna Director of Engineering and Works stated, "The intersection is fully closed for a major transportation and infrastructure upgrade, including water main, storm sewers, curbing, lighting, and paving. The closure is in place 24/7, weekdays and weekends, through summer, with reopening expected in the fall; likely October. Full closure allows for faster, safer completion."

Phase II Shannon Lake Active Transportation Project

Hillis provided an update, "The intersection of Shannon Lake Road and Tallus Ridge Drive is almost finished. The asphalt curb and sidewalk still need to be completed, as well as some small areas in the roadway that still need to be paved. We have approval from BC Hydro on the work to install a new power pole as well as adjust guy wires at an existing pole to get them out of the way of the new sidewalk." According to BC Hydro, "The new pole and accompanying overhead work will be completed on or before Sept 29, 2025.
The retaining wall across from the golf course entrance is anticipated to be completed by early August. Once the wall is completed and ready to be paved, pavers will come in and pave that section as well as the remaining portions at the Tallus Ridge intersection as noted above.
1850 Shannon Lake Road (Crystal Springs MHP)

Residents of Crystal Springs have expressed great safety concerns at the entrance to the mobile home park including poor sight lines, speeds and inadequate signage. Hillis responded to these concerns by stating, " City staff have reviewed this access with a traffic engineer in the past. The road geometry at that location is challenging. In 2023 staff added an advisory warning tab of an access ahead with the distance to the existing hidden driveway signage. The city traffic engineer feels that the entrance to Crystal Springs MHP is marked appropriately with the advisory signage."
Residents are now considering to formally petition the city for what they feel are legitimate safety concerns.
